Released in the UK 22 March, 1963. Fans often look for the staircase where the cover photo was taken. They'll have to look pretty hard--it's inside the EMI House in Manchester Square. A similarly posed photo was taken in 1969 for what was to be the Get Back album, but instead was used as the cover to the "Red" album (1967-1970).
